Boulder County's Department of Housing and Human Services (BCDHHS) is hiring an Accounts Receivable and Benefit Recovery Supervisor. BCDHHS is an integrated services delivery organization that combines the Boulder County Housing Authority and the County Department of Human Services, an arm of Colorado State government that provides statutorily mandated human services programs. This position will supervise all accounts receivable, cash receipting and grant accounting functions for the human services branch of the department as well as serve as the benefit recovery supervisor for the department. This position reports directly to the Human Services Accounting Supervisor. This position needs to successfully establish strong working relationships with a wide range of internal and external partners. The ideal candidate will be customer-focused, very detail-oriented, and able to make well-informed decisions. Applicants for this position should possess excellent written and verbal communication skills.Work hours are Monday - Friday from 8:00 am-4:30 pm. The position may work remotely at first and eventually at 1333 Iris Avenue in Boulder. Under FLSA guidelines, this position is exempt. Boulder County requires its employees to reside in the state of Colorado as of the first day of work.As of December 1, 2021, Boulder County requires all employees to be vaccinated against COVID-19 or request an approved accommodation within ten days of accepting an offer of employment. EXAMPLE OF DUTIES
Accounts Receivable (AR) and Grant Accounting DutiesOversee Human Services accounts receivable and cash receipting functions and supervise daily activities of the HS AR Accounting Clerk.Manage accounts receivable workflow from invoices to cash receipting. Review and approve all cash receipts received for various deposit types (benefit recovery, grant payments and other miscellaneous payments).Monthly review of the AR Aging Report and follow up with funders on all aged accounts due.Act as agency's grant accountant overseeing approximately 30 grants, intergovernmental receipts and transfers in accordance with applicable grant and contract requirements.Prepare or supervise preparation of grant fiscal reports and grant invoicing.Analyze and report on variances between actual and budgeted expenditures.Interpret and applies federal and state grant regulations.Ensure that contract expenses and activities are compliant with grants requirements and federal, state, and local laws.Review grant proposals and budgets prepared by program coordinators to ensure compliance with generally accepted accounting principles.Assist administrative and program staff with fiscal requirements of grants and grants application processes.Keep program personnel informed on fiscal status of grants; advises them on grant-related financial questions.Benefit Recovery DutiesOversee the Human Services Benefit Recovery Team and supervise daily activities with two direct reports.Develop and maintain a client claims database to track and monitor all claims referred by the Program Integrity Team.Coordinate and oversee all Boulder County Benefit Recovery Accounts Receivable activity and generate quarterly statements for clients.Develop, implement and maintain measurement systems that will collect data from the County's accounting system (Oracle) and reports that can be used by management to understand outcomes of current business practices and training.Other Accounting and Supervisory DutiesPerform a variety of accounting functions within Boulder County's financial accounting system (i.e. Oracle).Help to maintain general ledger system by preparing original and correcting journal entries to ensure that financial data is balanced.Prepare year-end revenue related journal entries.Prepare the agency's annual Schedule of Expenditures of Federal Awards (SEFA) and coordinate external audit work with the Human Services Accounting Supervisor.Assist with internal and external audits conducted by the State Department of Human Services and Department of Health Care Policy and Financing.Compile information related to revenues and accounts receivable, as required by external auditors.Assist with the development of accounting policies and procedures in conformance with accounting best practices and concepts related to federal and state grants.Identify and drive process improvements to increase efficiencies in processing time, accuracy and overall customer satisfaction.Train and provide relevant general accounting direction to HHS staff, as appropriate and necessaryConduct performance appraisals, counsel employees concerning performance, and recommend personnel actions in the areas of hiring, termination, promotion and discipline.Perform related work as required.May be reassigned in emergency situations.

EDUCATION AND EXPERIENCE: Boulder County is looking for well-qualified candidates to fill our positions. In this position, we are looking for a minimum of Bachelor's degree in Accounting, Finance, Business Administration, Public Administration or related field, and 2 years of professional experience working in accounting, finance, grant management and/or administration, including 1 year in a supervisory capacity.
