About You:As a Project Manager - Development & Construction, you must have at least five years of management experience retaining and managing General Contractors responsible for the direct and indirect installation of site and off-site improvements, and construction of multi-family projects in multi-cities and jurisdictions including construction experience in freezing winter/weather conditions. You can communicate effectively and deliver results as required.What you will do in this role: Prepare pre-construction estimating of labor and materials cost for off-site and on-site improvement, and direct construction by trade; e.g., concrete structures including slab, foundation walls, and podium construction; framing with lumber or steel structure, installation of insulation, electrical, plumbing, mechanical, heating/AC, drywall, painting, cabinets and finishing, etc. Work directly with the VP of Construction on entitlements, zoning approvals, licensing applications, managing A/Es, Owners Consultants and GCs during preconstruction and construction. Manager project files, budgets, schedules, pay applications, quality control and project closeout. Draft RFPs for A/Es, Owners Consultants and GCs. Prepare cost and scope leveling matrix and present recommendations to ownership. Work directly with VP of Construction to manage A/Es, Owners Consultants and GCs on documents required for LEED, Affordable Housing, Traffic & Parking, Health Dept. Licensing, Zoning, Environmental, Stormwater, and related areas. Meet with the local building departments including retained civil, structural and electrical engineers to obtain building permits and AHJ approvals. Review and approve working (construction) drawings and construction documents, including, but not limited to off-site and on-site improvements, building plans and specifications; and obtain all requisite approvals including building permits by trade. Work as part of the Owners Representative team charged with site selection, entitlements, development and supervising construction in all phases of operations, including sub-contracting of off-site and on-site development costs, direct construction operations and costs to complete the building including finishing costs for the project, storm water structures, landscaping and common area amenities and assure project surveillance and security. Assist with site due diligence and entitlements, track deliverables, prepare and submit zoning and entitlement documents to AHJ. Manage project budgets and schedules, approve invoices timely, and review costs to ensure budgets and schedules are on track. Review and advise on changes in design or construction, framing changes or technical compliance to building codes, or structural or specification changes. Manage closeout of project to include punch walks, warranty lists and O&Ms. Work with Balfour Interiors group to assure design standards are met, recommend and track VE changes, review drawings and submittals to confirm project documents align with design goals for the project. Work with the VP of Construction in managing the larger capital expenditure projects at the existing Balfour communities by helping coordinate the work of third-party contractors, establish annual Capex budgets, track progress, and assist community managers with bidding and coordination. Coordinate as needed with Balfour Interior Design to timely implement and install designs of architectural interior improvements. Manage the timely installation of approved landscape plans, common area improvements and specifications. Contribute to the determination of the financial feasibility of future projects including consideration of: projected site improvements, construction costs, absorption rates (lease-up), amenities, etc. Perform other responsibilities as assigned.You Have: A Bachelors degree in Construction Management, Structural Engineering, Business Administration, or comparable experience A qualifying multi-family construction/contractor license in good standing and issued by the State, county, or municipal jurisdiction required A minimum 5 years of experience with a General Contractor, architect or engineering firm. Experience with CMGC contracts preferred Demonstrated leadership experience of the project General Contractor and sub-Contractors in multi-city developments Demonstrated ability to work with internal design groups to help ensure a building that is consistent with brand standards, aesthetically pleasing, and highly functional The availability to travel to the Companys construction sites nationally Excellent written and verbal communication skills and quality standards Strong work ethic, curiosity, flexibility and/or creative problem solving/process improvement.
