history.Northrop Grumman Space Systems is seeking a Manager
Programs - SBIRS Depot. The SBIRS SPICE/CLS Depot Program Manager
is responsible for all level 3 support for the SBIRS system. This
position will be located in Azusa CA or Boulder, CO depending on
candidate, and will report to the SBIRS - SPICE Program/Deputy
Program Manager.Primary responsibilities are the management of
cost, schedule, and technical performance of the SBIRS/SPICE Depot
Projects IPTs efforts to include, but are not limited to:
- Execute critical program activities while maintaining cost,
schedule, and performance.
- Perform and sustain key elements of Program Management to
include the preparation and reporting of IPRS data, status at
bi-weekly meetings with OU & Division leadership, etc.
- Manage and report on project status in a variety of ways, to
include the submission of SCDRLs (Deliverables) and risks to
leadership and business management on a regular basis.
- Cultivating customer relationships and intimacy to develop
further growth and opportunities within the customer community
- Leading and directing cross-functional Integrated Program Teams
(IPTs), Systems Engineering, Hardware Engineering & Logistics,
Software Engineering, Integration & Verification,
Configuration/Data Management, Cyber and Training to meet program
cost, schedule and technical performance objectives
- Partner with NG Space Systems Boulder and Azusa teams to manage
and support multiple departments, fully coordinated, proposals and
Rough Order of Magnitudes (ROMs)
- Measuring and reporting program performance with the Business
Management for the SBIRS SPICE/CLS Contract Line Items (CLINs)
- Delivering presentations to customers and other program
stakeholders
- Participating in the negotiation of contracts, contract
changes, specifications, operating budgets, schedule
milestones
- Review and finalization of the program Statement of Work
- Identification, distribution, tracking, and completion of
program requirements
- Establishment and management of the program and subordinate
baselines
- Development and adherence to budget baselines utilizing Earned
Value Management (EVM) or similar cost & schedule control
methodologies and tools
- Identifying, allocating and managing program resources for all
Depot efforts including Intercompany Work Orders (IWO)
- Managing suppliers to meet program objectives, as needed
- Adherence to all internal processes, policies, and applicable
industry standards
- Ensuring program team understands and adheres to contract
scope, and manages change through control board activities
- Development and adherence to master plans and schedules
- Conduct thorough risk & opportunity management practices
including identification, mitigation and realization for Operations
Development efforts, if necessary
- Management of various Time and Material related programs.
- Travel between Azusa and Colorado for meetings, reviews, site
visitsBasic Qualifications:
- Bachelor's degree and a minimum of 9 years of related
experience
- Experience leading project tasks, cost, and schedule.
- Experience with Earned Value Management Systems (EVMS)
- Experience with leadership, coaching and building effective
teams
- Must have an active Secret clearance with the ability to obtain
a Top-Secret clearancePreferred Qualifications:
- Experience with development, and Operations & Maintenance
(O&M) programs preferred
- PM experience working with a prime/sub-contractor
relationships
- PM experience managing subcontractors
- Experience with growing existing business and/or new business
with current customers.
- Demonstrated financial management skills including: development
and control of program budgets, schedules, risk management, EAC's
and the ability to recognize and capture program changes. Salary
Range: $171,000 USD - $256,400 USD Employees may be eligible for a
discretionary bonus in addition to base pay. Annual bonuses are
designed to reward individual contributions as well as allow
employees to share in company results. Employees in Vice President
or Director positions may be eligible for Long Term Incentives. In
