MITRE's DoDIN Joint Warfighting Capabilities Department seeks an experienced Wireless Testing Systems Engineer to lead MITRE support to the DoD Chief Information Officer (CIO) Command, Control, and Communications (C3) Spectrum Policy and Programs (SPP) Directorate. The DoD CIO is the Principal Staff Assistant (PSA) and senior advisor to the Secretary of Defense for information technology (IT) (including national security systems), information resources management (IRM) and efficiencies. The DoD CIO is responsible for all matters relating to the DoD Information Enterprise, including communications; spectrum management; network policy and standards; information systems; cybersecurity; positioning, navigation, and timing (PNT) policy; and the DoD Information Enterprise that supports DoD command and control (C2). The Wireless Testing Systems Engineer is accountable for direction, technical quality, testing and evaluation, internal and external coordination, execution, development, and outcomes of MITRE's Spectrum work to DoD CIO C3 SPP. The role is focused on strategic out-reach and partnerships with potential sponsors, collaborators, and test facilities. This also includes some technical engagement on test and lab activities. Responsibilities include:

  • This position will focus on the development, coordination, execution, analysis, and documentation of planned and on-going spectrum sharing tests. The candidate will have the ability to analyze electromagnetic spectrum requirements and determine appropriate spectrum support, strategies, and needs.
  • The candidate will provide technical leadership and support to high priority areas impacting DoD access to the electromagnetic spectrum, emerging spectrum S&T, use of the RF spectrum, and other DoD strategic initiatives.
  • The candidate will coordinate the interaction and activities of technical teams from federal agencies, commercial firms, and academia with DoD.
  • The candidate will research emerging wireless technologies and provide analysis on the impact to DoD system operation or ability to integrate within existing DoD systems. Minimum Qualifications:
    • BS and 8 years related experience
    • Applicants selected for this position will be subject to a government security investigation and must meet eligibility requirements for access to classified information or applicants who are eligible for security clearances. Required Qualifications:
      • BS in EE or equivalent and 8 years of related experience in wireless testing, spectrum management, or RF systems engineering.
      • Candidates will have a proficiency in written communications skills. Must work collaboratively within a team and with representatives from a wide-range of organizations including government, commercial, and international.
      • Candidates must possess broad testing and systems engineering expertise related to military and commercial spectrum dependent systems (i.e., wireless systems).
      • Proven ability to write technical reports detailing analytical work, including assumptions, objectives, explanation of analytical techniques/tools, sources of data, results, conclusions, and recommendations relating to context of the analysis. Preferred--Qualifications:
        • Candidates will have a strong understanding of the interworking of regulation/policy with technology development and have the ability to think strategically and assist in forming a long-term vision.
        • Candidate must have a strong understanding of spectrum issues within DoD and must be capable of applying sound engineering in support of technical analysis.
        • Candidates will have demonstrable experience in spectrum management, RF analyses, and emerging wireless technologies. Candidates will be knowledgeable in current and evolving DoD communications and radar systems (e.g., radio systems and waveforms, MILSATCOM, radar, GPS), commercial communications (e.g., cellular, SATCOM, WLAN), emergency communications (e.g., LMR), and advanced radio systems concepts (SDR, CR, SAS, DSA).
        • Candidate should have experience with formal test methodology and be capable of planning/conducting formal tests. MITRE is proud to be an equal opportunity employer.
