Job Title: COSMIC Program Director

Location: This position will be located in Boulder, CO. Remote workplace arrangements will be acceptable before UCAR enters the green phase. Once UCAR campuses enter the green phase, this position will require to relocate to Boulder, CO.

Type: Full-time, Exempt

Located in Boulder, Colorado, University Corporation for Atmospheric Research (UCAR) manages the National Center for Atmospheric Research (NCAR) and various UCAR Cooperative Programs (UCP) – all in service of advancing knowledge, providing community-based resources, and building human capacity in atmospheric and related sciences.

Our Mission

The COSMIC Program provides innovative and cost-effective remote sensing observations, data products, and data utilization support, focusing primarily on Global Navigation Satellite Systems (GNSS), to benefit scientific research, research to operations, operations, and education and training in the atmospheric and related sciences.

Our Program

The UCAR COSMIC Program has been a leader in the retrieval and scientific application of GNSS, e.g. GPS, data since UCAR led the GPS/MET GPS radio occultation (RO) mission in the mid 1990s. It contributed to the design, management, and operation of the Constellation Observing System for Meteorology Ionosphere and Climate / FORMOSAT-3 (COSMIC-1 ) mission since 2006. The mission is still providing high-quality RO profiles that are having a significant positive impact on weather and space weather forecasting and research. The success of COSMIC has prompted U.S. agencies (led by NOAA) and Taiwan's National Space Organization to execute a COSMIC follow-on operational mission called COSMIC-2/FORMOSAT-7 (COSMIC-2 ) that places six satellites with next generation GNSS RO payloads into low Earth orbit.

What You Will Do:

Provides leadership and oversight of the COSMIC program, including setting programmatic and scientific priorities and strategies for new business developments, managing program budget, leading a diverse research team, and developing and maintaining relationships with sponsors, collaborators, the scientific and university community, and other stakeholders.

Responsibilities:

Leads the COSMIC program, including setting priorities and strategies in consultation with UCP Director and sponsors. With input of senior leadership, provides leadership and vision in program development, identification of program needs, long range and short-term goals, proposal and budget development. Ensures program is responsive to needs and requests of sponsors. Responsible for the overall success of the COSMIC program.

Interacts at the highest level with the directors at NSF, NOAA, NASA, Air Force and other agencies. Working with senior leadership within COSMIC and UCP, develops relationships and obtains funding for existing and new research areas and projects. Establishes and maintains positive relationships within and outside COSMIC, including stakeholders in the domestic and international scientific and academic communities.

Supervises Chief Scientist, CDAAC Manager, Lead Applications Scientist, Systems Development Lead, project scientists, software engineers, postdoctoral researchers, administrators and visitors. Establishes individual goals, provides guidance and mentoring, conducts performance evaluations. Provides recommendations on decisions related to hiring, reclassification, employee recognition and awards, disciplinary action, termination and performance evaluation.

Oversees COSMIC program budget and personnel. Provides reports to sponsors, directors, UCAR/NCAR offices as required.

What You Need:

Education and Years of Experience:

Required:

Ph.D. in atmospheric science, remote sensing, or related field

Ten years experience in GNSS science

Experience in managing projects, budgets, and people

Preferred:

Experience in GNSS and/or radio occultation science and technology

Experience in mentoring staff and students

Experience in space systems engineering, including the definition, flow down, and verification of science requirements

Knowledge, Skills, and Abilities:

Experience in providing leadership to COSMIC scientific, technical and administrative staff in conduct of program activities

Excellent written, verbal and interpersonal communication skills

Ability to effectively interact with sponsors and scientific collaborators, as well as build effective working groups

Ability to establish and maintain positive working relationships within and outside UCAR and NCAR

Skill in financial planning, management, and preparation of sponsor reports

Ability to solve complex political, personnel, budgetary and managerial issues

Ability to work in a culturally diverse environment
